Dominica’s New Ambassador Champions Regional Unity and Climate Action in Virtual Ceremony

In a virtual ceremony on Friday, February 7, 2025, Dr. Gerard Jean-Jacques formally assumed his role as Dominica’s Ambassador to the Organization of Eastern Caribbean States (OECS) and CARICOM, pledging to prioritize climate resilience, renewable energy, and regional solidarity. The event, hosted by the Office of the Prime Minister, underscored Dominica’s commitment to addressing shared challenges among Caribbean nations while advocating for technological innovation and sustainable development.

Dr. Jean-Jacques, a seasoned political scientist and former Chief Development Planner, outlined Dominica’s strategic goals during his credential presentation. Central to his agenda are climate change mitigation, renewable energy expansion, food security, and improved access to housing, education, and healthcare. He emphasized the urgency of collaborative action, particularly for small island states vulnerable to environmental and economic shocks.

“Our survival depends on reimagining partnerships and investing in solutions that transcend borders,” Dr. Jean-Jacques stated, echoing Dominica’s push for regional unity. A press release from the Prime Minister’s Office highlighted his call for increased artificial intelligence (AI) investments, which he argued could “catalyze innovative responses to systemic challenges,” such as disaster preparedness and resource management.

The ambassador’s appointment comes amid escalating global climate crises and shifting geopolitical dynamics. CARICOM nations, including Dominica, have increasingly sought to amplify their collective voice on issues like climate financing and international trade equity. Dr. Jean-Jacques referenced CARICOM’s 2023-2030 Strategic Plan, which prioritizes reducing member states’ dependency on fossil fuels and strengthening economic resilience.

Dominica, which aims to become the world’s first climate-resilient nation by 2030, has already channeled over 90% of its post-Hurricane Maria reconstruction budget toward sustainable infrastructure. The country’s Citizenship by Investment Program has also funded renewable energy projects, with solar capacity increasing by 35% since 2022.

Dr. Jean-Jacques’s vision for Dominica aligns with broader CARICOM ambitions to foster political cohesion and sustainable growth. As the region navigates complex global challenges, his expertise in development planning and security policy may prove pivotal. The Government of Dominica praised his appointment, expressing confidence in his ability to advance the nation’s interests while strengthening regional alliances.

“Unity is not optional—it is existential,” he declared, encapsulating the stakes for Caribbean nations in an uncertain world.
